The SAQ is a Crown corporation whose mandate is to trade alcoholic beverages by offering a wide variety of quality products. The SAQ pays large sums of money to both levels of government in the form of taxes and duties, as well as a dividend to the Government of Quebec. Its sole shareholder is the Minister of Finance of Quebec.
